How can I read Japanese websites
What can I download so that Japanese website's characters read properly?

For example on pc the character encoding can be changed. ex: utf8 etc, how can I do that on my pda?

Put this url into pocket ie or whatever browser you are using.

Then just type "http://www" and the website you need to translate at the end of it.

Or if all else fails, learn Japanese!

Perhaps some language localization software would help. mobem software has the ce-star suite that allows witing and reading in Chinese and Japanese. There is a trial version so try before you buy.
