Lithium ION batteries do not handle lying idle for long periods of time. If they become overdischarged they can become a fire hazard, so they have a a safety circuit that is thrown before they get into this condition. Once the safety circuit is thrown, the battery is pretty well useless. Getting a new battery is your best shot.
For future reference, keep in mind, a pocket pc (with a lithium ion battery) is alot like a car. If you leave it sitting for a long period of time, you're going to have some problems. The best way to keep a pocket pc working properly is to use it often and keep the battery charged.
