Go to Start>All Programs>Startup and see if the Control Panel is there. If it's not, open the control panel and go to Tools>Folder Options>View. Scroll down to a check box called "Show Control Panel in My Computer". It should be unchecked. :exc:
This is assuming you have XP. I can't tell you anything about Vista. :(
Update - I did a quick search online. Many users are finding the Dell Connection Manager causes this problem. The only solution seems to be uninstalling it.
