If the goal were really to frustrate counterfeiters, the feds would want to openly advertise the scheme. They are not, hence, their intentions remain obscure.
Three decades of peace activities have convinced me that you absolutely cannot trust or believe the feds about anything. The current crop are the worst ever, but it's always been bad. They just can't keep the noses and fingers out of peoples' lives, and they snoop just of the sake of it, and then abuse those they snoop on. Perhaps some govt. agency will want to find out who printed an antiwar poster, or who printed a letter or other document that they decided was naughty. If they like, they can find out where it was printed and go after whoever did the printing, even in the complete absence of any violation of the law. I can see how this would infringe or inhibit free speech, and freedom of expression. The Nazis would have loved this capability, as would any government that wanted to keep tabs on those they disagree with, or who they fear.
I know that I’ve been photographed, snooped on, watched, and generally “checked out” by various government agencies, all for doing things that were entirely legal and protected by the Constitution.
True crooks won't be bothered by this scheme, only slightly inconvenienced. But everyone who uses a color printer will loose a bit of privacy. It’s easy enough for crooks to steal a legally obtained printer, or to buy one for cash, or with a stolen credit card. Then they can ply their trade without fear of being pestered.
