Maybe, instead of Chat, you may intagrate a small chat at the side of the site layout, or you may integrate a system where users can IM each other while they are browsing the site. Every user will have the accept a plug-in to be installed if they would like to use that system. Also while you have you could just drop a line to them..

Chat is hidden in a little link, if it was standing out a bit more, maybe more people could have joined time to time.
