Well, you would expect it from a top-end device, at least. I am disappointed, but as an electrical engineer, I wonder if there is an empty socket that you could just drop the correct SMD onto and toggle a bit in the firmware to enable it. The pictures are far from complete, and
this picture here appears to show multiple unused pads.
The presence of the BlueTooth selection on the factory test screen doesn't suggest anything but that Apple recycled some code, processors, and other functions.
By the way, I'm not really hopeful that anything short of an heroic effort will enable BT on the Touch anytime soon. Just wait for 2G.
Incidentally, just today, I utilized some disused components (yes, they had been desoldered and removed), with some jumpering and trace-cutting to solve a problem on a power supply board. I fixed the power-transient power-down problem.
