Is there something similar to ITunes for the PPC that allows me to download TV shows or PodCasts onto the PPC?

There are ways to decrypt iTunes AAC files (maybe podcasts? I dont know what format they are in) to m4a files and then play those files on a PPC without having to convert them to mp3 or some other format and lose sound quality. Dont bother asking me how since doing so may be illegal. But the internet is a wonderful thing, chock-full of information...
As for TV shows...those are DRMed also and to my knowledge there are no programs (yet) that are capable of decrypting them.
Your best bet would be to complain to Apple. But I think they'll just tell you to buy an Ipod. Sorry.
P.S. You can't decrypt Itunes AAC files anymore (Itunes music store was updated). This was possible because of DVD Jon, but not anymore - sorry - plus it's illegal. Just buy CD's from the store - that's what I do. Hopefully, Apple will notice us users of WMobile devices and make a Windows Mobile Itunes (they might make some more money on me and others like me). Especially with albums that are horrible expect for that one hit song.
Apple will most likely never develop a WMobile version of iTunes. If they did, then you'd have your music on the go, and why would you buy their iPod? Since the iPod is where they make the most money out of the deal, that's the bread and butter and they're not going to jeopardize that.
Screw itunes...If you want to buy music there is plenty of stores built into WMP 10 on your PC that is in .wma format that will play just fine on your PPC. And as for as podcast, almost all podcast are .mp3 so they also play just fine. All you need to do is just copy and paste them into your memory card on your PPC. TV shows would require you to get your self a TV Tuner card for your PC and record and encode them on your own or look around for some .avi(DIVX) formated videos on the net.

screw .wma files. get all .mp3 or .ogg files. I want to be able to use the media anywhere, not just on Windows based devices :)
As for iTunes, I'm not the biggest fan of Apple's when it comes to their music distribution (I'm restricted to using it on the pc I downloaded it to or an iPod) and DRM. However, they are the one's that have done this right, for the most part.

Just use betaplayer it seems to work well it plays most formats...if you have a large itunes library then just get an ipod...the preferences can be set to rip files into another format such as mp3, always rip to what you'll use the most.

FeederReader will allow you to download podcasts and videocasts directly to your Pocket PC. Combined with TCPMP audio and video player, it's hard to beat.

I agree that downloading one podcast is not that big a deal. Try checking 30 web pages for new podcasts, downloading the new ones (after remembering which ones you've downloaded already) transferring to your Pocket PC, listening to them, then deleting them. There's a tipping point where using an aggregator makes sense. Plus you can use FeederReader for text blogs and news as well. And on the Pocket PC, going to each website, then finding and downloading the new podcasts is even harder. With FeederReader, selecting "Do | Update All Feeds" can automatically check for new podcasts and download them, turning a 40 minute interactive experience into a 10-second icon tap. Anywhere you can connect to the internet (WiFi hotspot, cell phone), FeederReader can check and download new items.
It all depends on how easy you want it to be, and how many you are going to check. I have 200 feeds and about 50 podcasts that I'm subscribed to directly on my Pocket PC. I can give you the list and I'd love for you to tell me how long it takes you to check the web sites, download the new podcasts, and read the new text items on each site.
But you're right, for one or two podcasts, it's easier with FeederReader, but it's still possible without it.

While I will agree, on the basis of your argument, that an agregator is helpful to those who listen to 30+ Podcasts, it still doesnt seem like a tool for the normal uiser.
I could see news organizations and reporters or fellow bloggers using your app, but Joe Schmoe (who barely knows how to open a word document without infecting himself, everyone in his email database, and Nasa) would have to be jobless to have time for 30+ Podcasts. I barely squeeze 5 in per week with my schedule, and mine isn't even hectic.
I mean, good on ya, mate, for creating (what I can only assume is) a good app for a niche market. Perhaps you're ahead of the game and I just don't know it yet...
Now, if and when your app downloads the latest episodes of 'Lost' for me...then we can talk. ;)
