Based on this info and what I've seen so far, the player available for download is simply an ActiveX component for displaying .swf content in the PIE browser.

http://www.macromedia.com/software/f.../pocketpc/faq/ but it appears that to create non-browser standalone (i.e. - "projectors") Flash content, developers need to pay $$ and license the standalone player (good for 1 year). As these "projectors" are self-running programs, they can then be distributed and viewed on the PPC without the need for a viewing application.
So bottom line, it appears that if your .swf file isn't one of these "projectors", you can only view it in the PIE browser.
