I worked with a couple mp3 release groups from EFNET over the years this this combination seems to be the standard.
To rip from cd to .wav use this app called "EAC" or Exact Audio Copy you can get it here

to then encode to .mp3 from .wav use this app "Razor Lame" you can download it here
http://www.dors.de/razorlame/download.php and lastly for the second app you need to get the latest version of the LAME codec. you get it here

an extra note you may be able to eliminate the second app "Razor Lame" as i think that EAC now supports ripping straight to mp3 using the "LAME CODEC" as far as converting wma files to other formats. i have not done this but am sure there are many apps capable of this.
