As far as I know, most video player programs will automatically fill the screen with video. That is, if your display is 320x240 (aspect ratio of 4:3) and your video is 160x120 (of course also 4:3), the video will simply be upscaled to fill the 320x240 screen. However, most programs will not change the aspect ratio of the video. So if your video is 320x180 (16:9) then it won't scale it up any more because then you would start chopping off the pixels from the left and the right (which would void the point of widescreen video).
Programs like PocketDivx Encoder gives you an option to encode it at 16:9 and 4:3. And if you don't want the black bars, then you want 4:3.
If you get black bars when you play 4:3 video, then something isn't set right. See if there is some option for zooming when in full screen. And if you haven't tried The Core Media Player, you should.
