dvd2svcd.doom9.org ... it's completely free. It's basically a shell that comes bundled with all the software you need to do all the steps of a dvd to svcd encode. The only part it doestn' include is the encoder. You have to install the encoder seperately and tell dvd2svcd which encoder you're using and where it's located. You've basically got 2 options. You can use tmpgenc which is free, or you can use CinemaCraft Encoder which isn't. I use CinemaCraft and it works great. Once you've got all your settings done, you click one button and it'll rip and encode your movie. You can either have it leave the final result as mpg files, or it can create bin/cue images for you to burn directly (advantage of this is you can have chapter indexes in your movie).
