I use:

Smartripper - free. DVD2Avi - free. TPMGenc - free.

Well, since it will be an .mpg file, it is probably going to be super huge, you can go ahead and get PocketMVP which allows you to play .avi files on your Pocket PC, and get Virtual Dub (freeware)which allows you to create .avi files which are much more compressed. There is another thread on how to create movies from your DVD to your PPC.

u referring to encoding for desktop viewing, or ppc viewing?
for dvd to desktop i use dvd2svcd (using cinema craft encoder to do the mpg encoding). but for stuff on my axim i take the mpg (or avi) and use what Gokuu mentioned. since dvd2svcd leaves you with a 480x480 mpg, when i'm encoding in vdub i first crop the video to get rid of the black bars (no point in encoding those), then resize to fit to axim screen.
