with the growing popularity of sites like Utube etc. I was wondering if anyone has seen websites with streaming video or even audio formatted for pocket pc's. i know there are ways to get podcasts and small videos, but im thinking more of an on-demand type thing. like being able to watch news clips directly from the website. thanks!

Not really....There are some, most are Pay for use sites. For the best bang for buck invest in a compatible TV tuner card for your PC and go with ORB streaming. www.slingbox.com if you don't own the screwdriver

For a website video, there are ways of extracting the url of the media, Search html parsing capabilities of TCPMP or Windows Media by Menneisyys

There is also www.mymobileclips.com for YouTube but not having used it I cannot recommend or naysay it.
