The dell forums have been buzzing about this problem for a little while now. Dell didn't have an official answer yet last time I was there, but its a good place to look for ideas as to what could be causing the problem. Most of the cases where I've seen people actually fix the problem, its involved some change to the USB configuration, be it a new USB card, hub, or just changing the port. Also, make sure that no features like "Turn off when not in use" are enabled for USB ports in the device manager. Activesync isn't enough to let windows know to keep the port active most of the time and so it'll close down on some people if that option is on.
Best advice is to review your setup and then try the connection through different ports or using a hub. Try it on another computer if you can to see if that works. Also, stop by the dell support forums and yell at them along with any system info so they can get it fixed sometime soon.
