Question:

I got thinking ... I have a 650MHz PIII. Do I have enough horse power to stream TV?

Yes, that should do the job for you just fine.

If anybody is interested, I have an ATI TV Wonder PCI that I will part with for $25.00, You pay shipping. It's like new and in the box complete with manual.
Only used it for like 3 months, then went to the All-in-Wonder Radeon series card since I was needing a gaming card to.

I just set up a connection this morning to check for you (and eat my morning cereal while watching sports center ) , and it uses fair less system resources then I expected. I dont think you'll have any problem with a p3 650.

Well, I called home and walked through with my wife to figure what kind of video card I have ... she said "All in Wonder 128 Pro AGP".

Needless to say I was very excited! Hence I downloaded the latest drivers from ATI.

The only other piece I need is a coax cable and splitter to route TV signals to my PC. A quick stop to WalMart should take care of that :)

I don't beleive so.. My desktop has the console installed, however I don't think its needed.

Well ... I got it working, but through Windows Encoder the video comes out in different shades of green. The TV stream comes fine using ATI's TV program however. Perhaps I am missing some setting? ... or perhaps a Windows Media plug in? Iwas able to stream my "green" TV however. It was pretty cool :) Now if I can only get it in color. Anyone have any color issues?

Well I have had this problem in the pass (green screen) It was due to the ATI driver issue, but you said you updated your drivers to the latest so maybe there is a bug in the newest driver set for your card or maybe the install didnt go right. You could maybe try the next step down driver set.
