Best and smallest compression method ?

Greetings all

I have several anime AVI files (large) and I will use DVD shrink to rip some of my DVD movies for back up.
My question is if WMV encoder (ver. 9) produces the smallest possible files for movies, I tried compressing an AVI anime file and it went from 250MB to 50MB and maintained good quality video (using WMV encoder pocket PC option) will other codecs such as
PocketDiviXEncder or DrDIVX produce even smaller files?
