I think software rate control is a fundamental issue when it's the largest enforcer of streaming performance on the world's largest network (the Internet) which has the worlds largest number of audio and video streaming clients. It might not be important to you, but to people who make a living from delivering content to Internet subscribers I'm pretty sure it's in their top 10.
I agree though - certainly try it and see, and if it works then great. If it doesn't, then do it properly :)

Of course, I appreciate the use of and need for software rate control on the Internet, but since the user is talking about dealing with a local network, he has a great deal more bandwidth available to him on a more reliable basis. My suggestions were with that in mind specifically.
I did find the software links informative though, now I know where to go when I need such a solution!
