AAC+ is backwards compatible with AAC decoders, AAC+ radio streams play fine in TCPMP so it is probably the server configuration that is causing the problem. To make sure TCPMP is working properly try one of the streams at http://www.tuner2.com

Yeah. AAC+ works fine on mine, and sounds awesome :D
