Are there any pocket pc phones yet that have a VGA display and a touchscreen? I know I can just use skype, but I am not always in a hotspot. I would also like to give my current handheld to my brother if I can afford it.

Yes. The Sharp W-Zero3. WM5, 3.7 inch screen, slide out keyboard... But (you knew that was coming) only available in Japan and will only work with Willcom's PHS phone network.

I have one (the grey W0004SH you can find here). Honestly, the build quality is not all that great and I am no fan of WM5. I still use my e800 with wm2003FE about 80% of the time.

The only one here is the HTC Universal (Imate Jasjar etc) and it costs arm + leg.
