Is it possible to download a program on my axim from a website such as www.ppc4all.com and install it? Say I download a theme off aximsite.com. Will I be able to find it and apply it as a theme to my axim? Would I be able to install programs that I download?

My other question is if it is possible to surf websites with pictures enabled? By default when I go to a website it shows blank images and only loads the text. Is there an option to change this?

My first reply to this did not save

At the bottom of IE - 5th icon to the right of "tools" toggles pictures on/off

just touch it and hold for the description of the icon

If the download includes an installer for the PC, you can't use it directly on the axim. If the download comes in a .cab file, you can save it then finding and double tapping it in file explorer will install it. If the download only has a .exe file and says its for use only on a PPC directly, of course that will work. If it's a .zip you need a third party program to open it to get to the files.
