Download MemMaid from DinarSoft (Google it and it will come right up). It's a great memory management utility and has a free trial period.

And...
yes, about half of the RAM on x51v is reserved and used by the operating system.
MemMaid frees it up a little, and there are various other tricks on this site for freeing up RAM, but about half of it will be gone anyways.

And yes, it's a bit strange if not outright stupid not to implement some control app for users, like an app equivalent to XP:s services.msc, so we users can have more control over what's loaded by the operating system without trial-and-error registry hacks. I wouldn't mind if some things (drivers and probably some apps, for instance) load slower (ie isn't already in RAM) if I could have a couple of MB more free RAM.
Hopefully someone has already thought of this and is creating one right now.

You can see everything that I have installed in My PDA, and beside any games, everything is on my RAM and I still have 41% left. Most apps don't take up much space. If you are worried about space move some apps to a CF or SD card.

What about temporary internet files? I have an X50 and I have to clear them out once in a while to free up memory.

Try using MemMaid, you can have it run at startup and it will clean all this out for you, including other things you might not think about.

Just to clear things up so we are all talking about the same thing. The x51 has two types of "memory." Storage memory is like a hard drive where you can store programs and data. The more apps and data you have stored the more Storage memory is being used. Program memory is like the RAM on a PC and is what is used by actively running programs. The more apps you have running the more program memory is being used. This latter one is what vBar measures.
