Would suggesting intsalling most of your stuff in the storage cards, except perhaps those Today screen related applications. If you are using X51V, I think there is no harm if all ROM used up, but that's pretty much unnecessary.

Unlikely. Since most apps will go through installation process that not only extract files onto the card but also made some registry setting. So you can't take out the card and expect it to work in another pda.

You may consider backup apps instead of activesync for that matter. The backup apps take a complete image of the pda and pack it as a self-extractable file so you can run it at once even after hard reset. And likely it cost less than a thumb drive.
