1. The general rule of thumb is to install as many programs onto your memory cards since you want to leave as much memory free as possible for running programs. That said, however, there are certain applications which do better when installed in Main Memory. These include those that specify Main Memory as installation location and Today Plugins. I also install critical programs into Main memory so that I can always access them even when my memory card has been removed.
Note that some people install programs into Built-In Storage as well. The advantage to this is that it will not be erased following a hard reset. However, because there may be registry entries located in Main Memory, the application may not work following a hard reset anyway. Also, Built-In Storage has fewer write cycles.
2. I'm not really sure what this answer is. I generally try to keep at least 16-18 MB or so free to run programs but what you need will depend on how resource intensive what you're trying to run is.
3. Because memory on your Axim is different from the RAM on your PC, I don't think you can think of it quite in the same way. Since memory on your Axim is used as RAM and also as storage, the most obvious way to optimize memory is to avoid installing or saving anything into main memory. Other things to do include properly closing progams that are not being used (either using the Switcher utility or a 3rd party utility such as Icbar or Wisbar) and avoiding using applications which have memory leaks.
