Yes, there is an aac plugin for TCPMP, and if you google for aac players for pocket pc I'm sure you'll be able to find some more. Someone else might be helpful in quiding you through the media player jungle. I don't know if there is a player for protected aac, though.
You can unprotect your protected aac files and reencode them to mp3 or something, but that might be illegal depending on what country you're from.
I really don't know much about copyright laws nor iTunes, but not being able to play bought media on device of choice seems unfair. Good business strategy if you can get away with it, though.
