So I'm really anxious to get a new phone with data plan and bt so I can get connected on the fly with my x51v. I keep getting the look when I try to tell the sales person at the various carriers what I'm trying to do. Then I slow down a bit and get the "oh you need to be able to tether and you can only do that with our new blackberry phones". Well if I wanted a blackberry I wouldn't be carrying my axim around.

Can anyone tell me if tethering is required to access the internet through a cell phone by way of bt?

Any of the BT enabled phones can do it as long as you have a data plan on it.

your ONLY real concern is if you have a verizon phone, as they often cripple the BT stack. It only needs the DUN (dial up networking) profile and you are in.

If your going to buy a new phone anyway then why not just buy the Fuze? It will save you a lot of headaches in the long run. When it did work I found it really slow.
