I just ordered a Billionton CF Fast Ethernet Card which arrived today but to the drivers that are available are only for Windows CE 2.0 and 3.0, does this actually mean Pocket PC 2000 and 2002?

Is Windows CE 3.0 another name for Pocket PC 2002?

PPC2002 is a shell on CE 3.0. They should work. You might want to drop them an email just to confirm though.
