As a newbie I have been adding and deleting lots of programs. At some point, the background on my Start Menu was white, making the reading of the items extremely easy. However, I have now lost this ability, and have no clue as to which program allowed this to work. Was I just imagining this, or can someone tell me how to retrieve whatever I need?

Try Microsoft Theme Generator. Not only does it let you create your own themes (if you wanted to, you can use your own pictures) but you can also edit colors, including the background "transparancy" of the start menu.

My experience has been that when you have more than 9 program shortcuts in the Start Menu folder the background of the menu will be white rather than the default transparent.

9 shortscuts is the maximum number of shortcuts to fit on a single screen (i.e. no need to have to scroll up/down). To get more than 9 shortcuts on the menu simply copy the shortcuts into the Windows\Start Menu folder. You must physically copy the shortcuts into this folder because the Settings-Menu screen will not let you select more than 9 shortcuts.
