Before I raise hell at the spot where I purchased my SD card, I have decided to consult the AXIMSITE-

I just purchased a 256 MB SD card, installed it. However when I check the capacity only 241 MB are available.

What gives?

Formatting and directory space. Yep, it's a bunch, but that's the way it goes....

Just like a hard drive. Buy a 100GB drive and get 93GB of space.

That sounds about right too. I got a 128MB card and got about 121MB of space.

Just curious, are memory cards based on a NTFS, FAT, CDFS, or do they have there own file system?

When viewing contents of SD Card on pc there is an unrecognized file called "ignore_my_documents"

What is that and can I delete it?

Briank: FAT. Probably FAT16.

Phoenix: "ignore_my_documents" is created if you place documents onto the SD card without first creating a "My Documents" folder. AFAIK, it tells the system to ignore any files placed in a "My Documents" folder which you might subsequently create. Best, I think, to delete it and create a "My Documents" folder if there isn't one there already, then move any documents into it.
