Whilst I was in Outlook I generated a few Notes - they show up as "notes" and double clicking opens them.
After "synching":
On the Axim if I go to "Notes" it opens up a blank one.
How do I see my notes on the Axim?

Make sure that the notes have been transferred properly from you PC to the Ax.

First, check that under ActiveSync, you have enable the option to sync the notes.

Second, AS would have converted you notes to pwi format.

If so, when you open Notes, it should open a file menu (similar to explorer, but showing only valid pwi files) whereby you can choose which you wish to open.

I suspect what happened in your case is that you have not trasferred you notes over successfully. If there are no valid notes on your Ax, it will open a new note on you Ax when you click on the Notes icon.

I was not synching notes.
