Improve Forum headings

For some reason, users are posting general hardware questions in the Hot Deals - Hardware section. I don't think it is clear to some what those forums are for.

Probably, but I was just visiting asp.net, and they have a section titled "asp.net 1.1 beta" which is solely for discussing changes between asp.net 1.0 and the upcoming asp.net 1.1, and there are a ton of posts which are specific not to asp.net 1.1, but to new people trying to figure out how asp.net works in the first place and wouldn't know 1.1 if it hit them over the head.

Point of my run-on sentence is that no matter how idiot-proof you make it... well, you know. :P
