i agree with hoggie3, i helped my dad make an account (been meaning to do it anyway) and he voted for me. it would however be really difficult to make a distinction between somebody making a whole bunch of phony accounts, and new people making real accounts. in the end it shouldn't really matter either way if you don't count new users, they are probably a small percentage of voters. it seems like the easiest most effective way to sort through, and even if a couple of legitimate votes get lost in the process it should be so few that it won't have a huge effect on the outcome.
