Should make an OFF TOPIC Forum
I think that aximsite should make an off topic forum so that people can just talk about anything they want.

As has been said there is an off-topic forum. Anything that has nothing to do with the Dell Axim should be in that forum. Now of course there will be off topic posts from time to time, but we'll just have to fight through them.

Why is it called water fountain? why not lounge ot just "Off Topic Discussions"?

The "water fountain" is the idea that at work, people will congregate around the water fountain to just shoot the breeze and talk about whatever. Hence, the forum for talking about whatever is appropriately titled "water fountain" after this idea.
