Some WAD skins do have prebuilt themes. This one does not nor do most. The reason being that everyone has different applications and different setups and a WAD skin basically hardcodes the paths to the apps, etc. in the skin file.
So if I had a shortcut to PocketInformant in my WAD skin, that shortcut would not work if you did not have PocketInformant or if you did not have PocketInformant installed in the exact same location on your device that I have it on mine. So you can see where problems start in trying to share skin files.
You can manually edit the skin file to redirect shortcuts, etc. to your programs. But for new users, this was a lot more difficult than building their skin from scratch.
Chris McKay over at Lakeridge Software has been looking into making theme sharing a little easier in WAD but for now, yes, you will have to build your own themes for most skins.
