Help with today screen

How do I go about setting up my today screen like this:

I love the way it looks and the access to the apps without having to go into the programs folder.

you need a 3rd party software such as ilaunch.
there are others, wisbar advance + wisbar desktop.
spb product has one.

Spb Pocket Plus or SBSH iLauncher. Both have trials. I have screenshots of iLauncher on my website.
