I am looking for a good program that will edit/create Windows Mobile 2003 SE themes that runs on the desktop. Seems like everything is made for PPC 2002...

I found ThemeMaker Pro Plus SE... I may have to plot the $34 bucks down for it.

That's what I use to make themes...if you want to make good SE themes, its really your only option. And its a good one.
