If you use the latest beta of WeatherPanel and would like to use this theme you can get it here: http://wiki.marsware.net./index.php?title=WeatherBox
It goes well with most themes as long as they aren't too dark since the background is transparent.

If you are refering to the first post on this thread it looks like he is running SPB Pocket Plus for a launcher and Journal Bar for weather and news. These are both commercial software you can purchase.
