If you don't like Theme Generator, you are pretty much out of luck in the freeware department.

I use Thememaker McDeb (which is just Thememaker SE with a fancy skin), but its not free. Their trial version is fully functional, but puts a water mark on any theme graphic you create. This is a nice program for creating themes and handles VGA themes as well.

You use Photoshop, or any photo editor for that matter, to prepare your graphics for importing into the theme generating program.

There is an add-on to Microsoft's theme builder. It allows you to do a lot of extra things....
