Stumped on theme creation

I'm working on a FF7: Advent Children VGA theme for PPX and have run into a road block. I'm just, not great with graphics. I am having some problems with my idea conflicting with the limitations of PPX itself as well. So, here is what I have so far + what I am envisioning. Maybe some of you can give me some tips and/or help me out? I could use some help with the nitty gritty on the graphics side.

Note that I just pasted the materia images in there for the top right and the circle of materia. Everything else is real (the start menu button also works). What I want to do is..what I have in that picture. The top right materia would be the close button. The circle of materia would be the task manager, etc.

The problem I'm running into is that I can't seem to put the task manager, clock, etc. below the taskbar. I also don't want to stick the materia directly on top of the taskbar because then it'll block out the writing. I could make them really small but then you'd need a microscope to access any menus.

So, does anyone have any tips/advice or want to help out? I'd appreciate it. Thanks.

Also, if there's any other software out there that might help/do a better job with my idea that would be nice. It would be really nice if I could drag the icons around the desktop instead of figuring out coordinates as well..
