Can i lease a car with an out of state license?

i have texas driving license and i live now in new york for couple of years, i don't want to convert it to new york license.

If you are maintaining a permanent address-of-residence in TX then yeah, otherwise if you are a resident of NY I believe that NY is going to require that you convert your license.
