What creates this? SKTools? How is it used? Can it be cleaned up?

I think SKtools stores backups of items deleted via "Invalid Registry Entry" and "Invalid Registry Values" in this folder.

Yes, indeed. It is SKTools. I just heard back from their support. These can be enabled/disabled in each of the options in SKTools and they are there should the user wish to restore.
