Does Anyone Know of?
I am looking for an utility which will show me my memory in the bottom task bar at all times.

I don't know if you use PPX, but with the latest betas there's been some new advancements you may be interested in using. One is that you can do exactly what you asked for above. You can set a slot and put #memory in the caption field, and it will display your current memory.
I also set it to execute the memory control panel, so i can goto it just by tapping on the current memory reading on my taskbar. Here's a screenshot of the settings: | ||

Here's a screenshot of it setup on my pocket pc. I can move it anywhere on my desktop just by tapping and holding my stylus on it and selecting move, or goto memory control panel by just tapping on it. For now i have it placed on the bottem taskbar as you said you were wanting:
