Forwarding Ports for Security/Encryption

Anyone know of a port forwarding software?
I used to use putty and its port forwarding feature to connect via a secure tunnel. I see that the current putty is extremely limited and does not offer this feature. anyone know of a software, or a way to do this?
For instance, I must connect to a remote server that acts as a proxy server. Then input the ip info and the forwarded port into Internet Explorer/Browser to direct traffic on secure line.
Works like a charm on a computer.

Any idea on a Pocket PC?
I may be willing to invest something small into this.

One post can be removed if necessary. If they can both stay open, cool.
Either way, I am looking for any help with this forwarding issue.

is pocket VNC encrypted ? I usually don't trust just that method.
