I want the background of the Today screen to automatically change based on certain criteria.

For example, I want to designate different backgrounds based on the time of day: dawn, morning, noon, afternoon, twilight, night. I could specify different pictures that correspond to each one.

Another way to use it would be to have a different background based on the current weather.

Is there an application that does this?

Not that I know of, but sounds like a cool idea.

Try doing a Google for PPC screen savers. A couple months ago, I had seen a web site that had screen savers which changed continually with the time of day. I can't remember the site, otherwise, I would provide the link.
