Hmm... I'm looking at the answers and what clues have been given and I'm thinking it's one of those fluid pumps that they use at an Oil Change place to top up your windshield washer fluid. I only wish I knew the proper name for that thing.

Being an avid mountain biker - its a brake lever. The right side. The small black piece on its own is part of the brake cable.
Working at a bike store for many years, I can tell you that it is most likely a Shimano lever - XT or LX...
It is certainly a brake lever but from Frenchy's
Sol Gato motor scooter. Which, FYI, includes saddle bags,
GPS handlebar mounted, Axim handlebar mounted, bluetooth
phone with ear piece and mike. So easy!
