then your interpretation becomes the rule.

Until someone of higher authority explains the rule more clearly.

true. But what about this: the speed limit is 50. Everyone is going 65. You go 50 and get pulled over for being a hazard. Would not the rule of going 50 have to be bent to keep up with the flow of traffic?

'cause the first question I ask the officer is why he/she isn't ticketing the speeders.

And, I want to meet the judge who would fine me for driving the speed limit and being a hazzard. Unless I'm in the left passing lane.
