Well, in the school that my kids went to, the Principal and the PTA decided.
The PTA is repesentative of the mothers (activist mothers) and the principal to try and steer towards items feasable for enforcement and reality
The uniforms were nothing extreme like the sailor moon or catholic schools, no item would cost more than $8-$12.00 at wal-mart or target or sears, and the school PTA sold monogrammed ones for a few dollars more.

This is just another example of how the ACLU is helping to destroy Americas youth. I personally couldn't care less if the little flamer wnats to wear a skirt or a bra and panties on his own time when he is not at school, but to allow him to come to school and disrupt class because everyone is more interested in staring at him and laughing about how he "stuck it to the man" is just plain stupid. Whats next, where does this kind of ACLU sponsored BS stop?
Another example of: When it absolutely, positively has to be done with no brains or conscience ... US Marines!
I dont care about the guys skirt (I even dont care about those ridicolous marine uniforms ...), dont YOU have other problems?
I think one of the problems with the skirt, since its sounding like he's a trouble maker, is that it'd be very easy to be a disturbance, ie, moonings, etc. If he wants to wear a skirt, then whatever, I just wish that people wanted to dress and act respectable.

Perhaps...getting on the subject of the boy wearing the skirt. I don't really care what the boy wears, I may chuckle if I see him in the street cause its kind of funny. However, I'm concerned that the country is forgetting what school is all about. Not freedom of expression, not political activism, not students feelings, but teaching the youth of this country how to be productive members of society.
I'd settle just for teaching them to read and to balance a checkbook

great youre tellin me where the so called freedom of speech is ending ... at marine guns ... wasnt this dirty girl who took sex pictures of iraqian prisoners with dogs, sweet lindy england,
a marine? ... gee and you care about a skirt...
Perhaps she'd have been better off if she hanged them from a bridge, set them on fire, and dragged their bodies down the street.
Since you seem to like to wrap individuals into the same package
