I did not read the article because i saw the interview on the news, but no one has mentioned why this kid was needing to wear the skirt. Per the news here in south jersey, the kid had an injury to his knee/leg, was fitted with a medical device to stabilize and between the size of his leg and the device, was UNABLE TO FIT his pants leg or shorts leg over said device...in order to get to classes he opted for the skirt, which did fit.
Some kids would have tried used this as a legal way out of school, he put himself through a bit of initial humiliation in my estimation, and again, per the interview on channel 4 news in Philly.

HASBROUCK HEIGHTS, N.J. A flap over guys wearing skirts at a New Jersey high school has been resolved.
Under a deal worked out between officials of Hasbrouck Heights High and the American Civil Liberties Union, 17-year-old Michael Coviello will be allowed to wear skirts, provided they are of an acceptable length.
The school dress code barred shorts between October and April but allowed skirts. Coviello thinks that's discriminatory and started wearing skirts to make his point.
The issue came to a head after he was sent home with a note from the principal saying he'd be kicked out if he showed up in a skirt or a kilt or a dress.
Coviello's father says at first, he was embarrassed see his son in a skirt, but figures if his son's comfortable with it, it should be O-K with him, too.

(AP) A male high school student can wear a skirt to school after the American Civil Liberties Union reached an agreement with school officials.
The ACLU announced the deal Tuesday. It will allow a Hasbrouck Heights School senior to wear a skirt to protest the school's no-shorts policy.
The district's dress code bans shorts between Oct. 1 and April 15, but allows skirts, a policy 17-year-old Michael Coviello believes is discriminatory.
"I'm happy to be able to wear skirts again to bring attention to the fact that the ban on shorts doesn't make sense," Coviello said in a statement.
The Hasbrouck Heights superintendent, Joseph C. Luongo, did not return telephone messages left Tuesday seeking comment.
Coviello first wore a costume-style dress but high school officials told him to go home and change. The district's superintendent then advised the Coviello to purchase everyday dresses and skirts at a retail store, which Coviello did, the ACLU said.
But after a few days, he was sent home with a note from his principal saying if he wore a dress, kilt or skirt, he could no longer attend school.

A BAN on a New Jersey schoolboy wearing flowery skirts to school has been overturned after the American Civil Liberties Union claimed his rights were being violated.
At first, Michael Coviello only wanted to bend the uniform code at Hasbrouck Heights High School by donning shorts, which he had started wearing because of a knee injury. But he was told that district policy prohibited shorts in winter.
He sought a meeting with Joseph Luongo, the school superintendent, and argued that it was unfair that girls were allowed to expose their legs and he was not. The superintendent suggested that if he felt that way, he should dress like a girl.

Did a google search and found this on the second page:

I feel the whole thing blew way out of context due to the school superintendent ... he obviously has a problem with 'extenuating circumstances', which is exactly what this was. The kid was just trying to go to school. I'm sure after the rejection, with parents involved, etc., all bets were off. Notice how the majority of the news stories did not even relate the original need for the skirt ?

Oh, also... perhaps I'll get a synthetic Raccoon Skin Cap, that should appease PETA -- may get the enviromentalists riled though.
All this BS and how many thousands of dollars wasted because some bureaucrat couldn't manage a policy where a student didn't have an alternative short or ripping open the legs of pants to fit his apparatus.
If he was all gothed out, they have plenty of baggy clothes he probably could have worn some of those, but that is immaterial.
If the kid could have gotten a Dr's note that said he needed to wear shorts, the school would have had to just sucked it up and gotten on with important business.
