Make sure the port settings are right, and that the Authorize on Send (something to that effect, i cannot remember exactly what it is as i use outlook express) is checked.

i would help but i can not get any pop3 or imap email here. my apartment complex's gateway router blocks them out. they wont even let me connect to an exchange server. Being that i manage that server i was able to create a vpn to connect to it, they even blocked udp port 500 which you have to have open to run ipsec, so i had to redirect to another open port. But at the same time i can run bittorrent with little hassle.

Make sure you have the latest update to Outlook. I had the same problem and it turned out it was an Outlook issue. When I downloaded and installed the latest patch for Outlook, Gmail then worked fine.

One other thing, the "Incoming server (POP3)" port is 995 and the "Outgoing server (SMTP) port is 25. SSL enabled for both. At least that's what worked for me. I think those ports are different from what Gmail tells you to use.
