Ken Roth, head of Human Rights Watch in New York, told the BBC the men had probably been driven by despair.
"These people are despairing because they are being held lawlessly," he said.
"There's no end in sight. They're not being brought before any independent judges. They're not being charged and convicted for any crime."
I know it's a serious subject - but for those that have seen it - does the "act of war" line bring up memories of the Japanese Suicide Squad from Monty Python's Life of Brian?

Actually, I think the most telling passage from Rear Adm Harris is the part before one you quoted, h2k:

Nothing astonishing. People in the West should understand, Muslim culture does not hold life as the top value, but honnor and land. They will always see us as weak because we sanctify Life. We will always see them as beasts because they do not.

On Friday, after the prison came up during a meeting with Fogh Rasmussen at Camp David, Bush said his goal is to do just that.
"We would like to end the Guantanamo - we'd like it to be empty," Bush said. But he added: "There are some that, if put out on the streets, would create grave harm to American citizens and other citizens of the world. And, therefore, I believe they ought to be tried in courts here in the United States."
Bush said his administration was waiting for the Supreme Court to rule whether he overstepped his authority in ordering the detainees to be tried by U.S. military tribunals.
The military's statement defended the prison, saying detainees pose a danger to the United States and its allies.
"They have expressed a commitment to kill Americans and our friends if released," the statement said. "These are not common criminals. They are enemy combatants being detained because they have waged war against our nation and they continue to pose a threat."
Moazzam Begg, 37, a British Muslim who spent three years in U.S. detention, including two years at Guantanamo before being released in 2005, told The Associated Press, "We all expected something like this but were not prepared. It's just awful. I hope the Bush administration will finally see this is wrong."
There have been increasing displays of defiance from Guantanamo Bay prisoners, who have been held for up to 4 1/2 years with many claiming their innocence.
Now just as a side note, for something to consider.
Lets just say that the US holds these prisoners until Iraq stabilizes enough to be able to hold trials for these people and the US just ships the whole passle over to them and says, "We've had enough, they are your problem now."
What would the Iraqis do with them?
That is all a fantasy however, they are going to be held until Iraq settles down a bit, then make a big show and tell about having the trials that everyone was crying about.

So "to hell" with justice, it's an eye for an eye?
So they have then won.
They have already won the first battle. Look at flight restriction, closing of boarders, treating people who ride the subways as guilty until prove incent.
You would now dump 225years of people dying to insure a legal system that justice is fairly and justly administered.
It's a different kind of war, indeed. Can our concept of fair and right survive such a war, a war without a nation enemy, but an armed and organized enemy nonetheless?
Personally, I believe their suicides to be both an act of desperation and an act of war, akin in a way to the kamikaze attacks during WWII. No, they had no targets, maybe a little hope that they would inspire others to take up their cause. What they really have done is to deny US intelligence access to what they know. They have resolved the fact that, while suicide itself is against Islamic law, in this case, it is a legitimate act of war against their enemy, the infidels. Us.
How do we fight against people with such a fundamentally different set of values than our own? How do we obey the rules of war, fighting an enemy who doesn't recognize them?
Being Pro-Death as I am, I don't see what is so awful. These guys killed themselves. Maybe they need a hobby to help pass the time. I would suggest Macrame. I find it soothing.
