I would be all for giving elderly people who surrender their license free bus passes. That way they could move around safely, and it would help that ficticious "O-Zone"

A full face helmet like my $450.00 Schuberth most certainly have prevented most if not all of his facial injuries. About everyone I know now uses full face helmets. Course I do not hang out with the H-D crowd.
